Subcontractors Get Substantial Completion Bill Passed in Both Houses

The Empire State Subcontractors Association, the statewide affiliate of the Subcontractors Association of WNY, was instrumental in getting a bill passed in the state assembly and senate that would define substantial completion on public work. If signed by Governor Cuomo, the law would ensure that contractors on public work are paid their retention in a timely manner by making it clear when a public owner must consider a project to have reached “substantial completion”. The Empire State Subcontractors Association is working to ensure the governor signs this bill.
